Cosmetics manufacturer to invest $8.4 million in new High Point facility

RALEIGH (WPTF) — Governor Roy Cooper announced that Cosmetics & Cleaners International LLC, a Miami-based contract manufacturer of cosmetics and personal care products, will establish a new facility in High Point, North Carolina. The company’s $8.4 million investment is expected to create 24 new jobs in Guilford County.

Cosmetics & Cleaners International, operating under the trade name C&C Industries, is known for its manufacturing, filling, private labeling, packaging, and distributing services of over-the-counter topical, beauty, and personal care products. These include oils, shampoos, and fragrances. The company, which is FDA-registered, distributes its products nationwide to large department stores and retailers.

“Manufacturers want to operate in the best state for their long-term success, and it’s positive news that this company chose High Point,” said Gov. Cooper. “With a $114 billion manufacturing economy, investments in infrastructure for distribution from a prime East Coast location, and a highly skilled workforce, our state will continue to be a top choice.”

The new High Point facility will encompass 108,000 square feet and will include manufacturing, warehousing, and distribution operations. The company’s CEO, Andy Boutros, emphasized the strategic advantages of the new location.

“This new facility is a significant step forward in expanding our operations and meeting the growing demands of our clients,” Boutros said. “High Point offers the perfect blend of skilled workforce and strategic location that will enable us to deliver even greater value to our customers. We are excited to become a part of the Guilford County community and look forward to contributing to the local economy.”

The jobs created at the facility will range from chemists and quality assurance technicians to R&D personnel and warehouse staff. The average annual wage for these positions will be $59,333, slightly above the Guilford County average of $58,843. The annual payroll impact is projected to exceed $1.4 million.

To support the expansion, C&C Industries will receive a $50,000 performance-based grant from the One North Carolina Fund. This grant provides financial assistance to local governments to attract economic investment and create jobs. Companies must meet specific job creation and capital investment targets to qualify for payment, with no money provided upfront.
